has-text-color has-neve-link-hover-color-color has-alpha-channel-opacity has-neve-link-hover-color-background-color has-background is-style-wide\"\/>\n\n\n\n<div style=\"height:10px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">The European Union is strengthening its environmental commitment with new requirements to implement the objectives of the <a href=\"https:\/\/commission.europa.eu\/strategy-and-policy\/priorities-2019-2024\/european-green-deal_fr\" class=\"ek-link\" target=\"_self\"><strong>Green Deal<\/strong><\/a> concerning the circular economy. The <strong>building<\/strong> and construction sector, regarded as crucial for the <strong>ecological transition<\/strong>, is at the heart of these initiatives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph translation-block\"><strong>Environmental Product Declarations<\/strong> enable transparent and objective communication about the environmental impacts of products across their <strong>entire life cycle<\/strong>, as well as their health information within the framework of FDES.<\/p>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">In France, construction products must be accompanied by an <strong>Environmental and Health Declaration Sheet<\/strong> (FDES) compliant with the standard <a href=\"https:\/\/www.weloop.org\/fr\/evolution-de-la-norme-en-15804\/\" class=\"ek-link\" target=\"_self\"><strong>NF EN 15804+A2<\/strong><\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">Incentive regulations aim to promote <strong>ecological and sustainable construction<\/strong>, such as a 30% tax reduction for housing that meets specific environmental criteria and is subject to a solidarity lease (<a href=\"https:\/\/www.vos-demarches.com\/demarches-formulaires\/formulaires-cerfa\/argent-particuliers\/cerfa-n-15978-taxe-fonciere-sur-les-proprietes-baties-abattement-de-30-en-faveur-du-logement-faisant-l-objet-d-un-bail-reel-solidaire,,37898.html\" class=\"ek-link\" target=\"_self\">TFPB<\/a>).<\/p>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">These measures illustrate a <strong>growing commitment<\/strong> in the construction sector, both at the national and European levels.<\/p>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading has-text-align-center\" id=\"h-france-nbsp-reglementation-environnementale-2020\"><strong><strong>France: 2020 Environmental Regulations<\/strong><\/strong><\/h3>\n\n\n\n<hr class=\"wp-block-separator has-text-color has-neve-link-hover-color-color has-alpha-channel-opacity has-neve-link-hover-color-background-color has-background is-style-wide\"\/>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">In order to meet the objectives of the <strong>Energy Transition for Green Growth Act<\/strong> (LTECV), the <a href=\"https:\/\/www.ecologie.gouv.fr\/reglementation-environnementale-re2020\" class=\"ek-link\" target=\"_self\"><strong>RE2020<\/strong><\/a> aims to improve energy performance by notably reducing the consumption of new buildings (offices, residential, etc.), as well as reducing environmental impacts over the entire life cycle, based on the <strong>building LCA methodology<\/strong> following the EN 15978 standard.<\/p>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">This <strong>regulation<\/strong> thus uses <strong>Product Environmental Declarations<\/strong> (PEF), also known as FDES in France, for this calculation. Since the preparation and implementation of this new regulation, the number of verified FDES in the <strong><a href=\"http:\/\/chrome-extension:\/\/efaidnbmnnnibpcajpcglclefindmkaj\/https:\/\/www.inies.fr\/wp-content\/uploads\/2023\/07\/BAROMETRE-2023.pdf\" class=\"ek-link\" target=\"_self\">Inies database<\/a><\/strong> has increased from around 500 (in 2016) to over 3400 (2023).<\/p>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading has-text-align-center\" id=\"h-allemagne-et-pays-bas-nbsp-reglementation-en-cours-de-construction\"><strong><strong>Germany and the Netherlands: Regulation under construction<\/strong><\/strong><\/h3>\n\n\n\n<hr class=\"wp-block-separator has-text-color has-neve-link-hover-color-color has-alpha-channel-opacity has-neve-link-hover-color-background-color has-background is-style-wide\"\/>\n\n\n\n<p class=\"wp-block-paragraph translation-block\"><strong>New regulations on the environmental performance<\/strong> of buildings are emerging in several European countries.<\/p>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">In the <strong>Netherlands,<\/strong> the <a href=\"https:\/\/www.government.nl\/topics\/environment-and-planning-act\" class=\"ek-link\" target=\"_self\">Environmental and Planning Act<\/a> (which has been in effect since January 1, 2024) consolidates 26 existing environmental regulations to simplify procedures. This facilitates the construction of buildings with a lower environmental impact.<\/p>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">In <strong>Germany<\/strong>, the EH40 regulation requires all new buildings to have an energy consumption 40% lower than that of a reference building. This promotes eco-design and building insulation. Initially scheduled for 2025, the implementation date of this reform has been postponed to address the housing crisis in the country.<\/p>\n\n\n\n<div style=\"height:50px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"wp-block-heading has-text-align-center\" id=\"h-europe-nbsp-reglementation-de-produits-de-construction\"><strong><strong><strong>Europe: Construction Product Regulation<\/strong><\/strong><\/strong><\/h3>\n\n\n\n<hr class=\"wp-block-separator has-text-color has-neve-link-hover-color-color has-alpha-channel-opacity has-neve-link-hover-color-background-color has-background is-style-wide\"\/>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">The European Union is striving to ensure a sustainable future by revising the <strong>CPR<\/strong> (Construction Products Regulation), imposing a <strong>CE marking<\/strong> that will soon integrate the provision of Declarations of Performance (DoP) and Environmental Product Declarations (EPD), enabling the analysis of a product family.<\/p>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">\"The process of the acquis concerning the <strong>Construction Products Regulation<\/strong>\", launched in mid-2020, is the forum where harmonised standards, European assessment documents, and Commission legal acts are reviewed and developed in collaboration with Member States, industry, and other stakeholders.<\/p>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">The lack of <strong>harmonised standards<\/strong> in Europe for the environmental impact assessment of construction products hinders the single market, creating <strong>trade barriers<\/strong> and additional administrative burdens. The revision of the CPR will address this issue through the establishment of a <strong>set of common rules<\/strong> that need to be developed.<\/p>\n\n\n\n<p class=\"wp-block-paragraph translation-block\">The common rules are developed by <strong>product family<\/strong>. The list of operators and the national databases are provided in the following diagram.
