At the heart of the debate lies a sensitive question:  <strong>l will European programme operators have to abandon their environmental declarations (known as FDES in France, a B-EPD in Belgium, an EPD IBU in Germany, etc.)?<\/strong> CPR does not abolish EPD, but it radically transforms its role. They will no longer <\/strong>serve as an autonomous source of information and will gradually become a national version of data <\/strong>, now fully harmonised at the European level, generated under the CPR. Until now, manufacturers often had to produce several EPDs for each country: an FDES for France, a B-EPD for Belgium, an EPD IBU according to a German programme, for example. This fragmentation is disappearing, as the CPR requires that all<strong> harmonised standards per product family systematically incorporate the indicators of EN 15804 <\/strong> , both for LCA indicators and additional indicators. <\/strong>  From now on, a single set of environmental data will be produced for each product. This set will be included in the CE marking, the Digital Product Passport (DPP) and used in national regulations. This unification will gradually replace all national programs, which constitutes a real paradigm shift for the sector.<\/p>\n\n\n\n<p class=\"translation-block\">To understand how these developments are taking shape, we can look at<strong> the first product families<\/strong> already involved in the process.<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"572\" src=\"https:\/\/www.weloop.org\/wp-content\/uploads\/2025\/12\/harmonised-standards-development-1024x572.png\" alt=\"CPR Acquis training 2025.11.25\" class=\"wp-image-8861\" srcset=\"https:\/\/www.weloop.org\/wp-content\/uploads\/2025\/12\/harmonised-standards-development-1024x572.png 1024w, https:\/\/www.weloop.org\/wp-content\/uploads\/2025\/12\/harmonised-standards-development-300x167.png 300w, https:\/\/www.weloop.org\/wp-content\/uploads\/2025\/12\/harmonised-standards-development-768x429.png 768w, https:\/\/www.weloop.org\/wp-content\/uploads\/2025\/12\/harmonised-standards-development-18x10.png 18w, https:\/\/www.weloop.org\/wp-content\/uploads\/2025\/12\/harmonised-standards-development.png 1243w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">CPR Acquis training 2025.11.25<\/figcaption><\/figure>\n<\/div>\n\n\n<h2 class=\"wp-block-heading\" id=\"h-tip-et-gla-les-deux-familles-fast-track-qui-ouvrent-la-voie-nbsp\"><strong>TIP and GLA: the two \u2018fast track\u2019 families leading the way<\/strong>&nbsp;<\/h2>\n\n\n\n<hr class=\"wp-block-separator has-text-color has-neve-link-hover-color-color has-alpha-channel-opacity has-neve-link-hover-color-background-color has-background is-style-wide\"\/>\n\n\n\n<p class=\"translation-block\">Two product families are particularly advanced in the process: <strong> insulation products<\/strong> (TIP \u2013 Thermal Insulation Products) and <strong>flat and profiled glass<\/strong> (GLA, Glass Products). These two categories have completed Milestone I, are in Milestone III (CPR acquis process- image below) and already have dates for their <strong> standardisation and adoption requests<\/strong> (2026\u20132029). Glass, in particular, already has pre-identified product requirements that will be formalised by a delegated act. Insulation and glass manufacturers will therefore be the first to declare a single European environmental data set, which can be used everywhere and <strong>integrated into CE and DPP marking<\/strong> (via DoPCs).<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure class=\"aligncenter size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"557\" src=\"https:\/\/www.weloop.org\/wp-content\/uploads\/2025\/12\/CPR-acquis-process-1024x557.png\" alt=\"CPR Acquis training 2025.11.25\" class=\"wp-image-8862\" srcset=\"https:\/\/www.weloop.org\/wp-content\/uploads\/2025\/12\/CPR-acquis-process-1024x557.png 1024w, https:\/\/www.weloop.org\/wp-content\/uploads\/2025\/12\/CPR-acquis-process-300x163.png 300w, https:\/\/www.weloop.org\/wp-content\/uploads\/2025\/12\/CPR-acquis-process-768x418.png 768w, https:\/\/www.weloop.org\/wp-content\/uploads\/2025\/12\/CPR-acquis-process-18x10.png 18w, https:\/\/www.weloop.org\/wp-content\/uploads\/2025\/12\/CPR-acquis-process.png 1240w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><figcaption class=\"wp-element-caption\">CPR Acquis training 2025.11.25<\/figcaption><\/figure>\n<\/div>\n\n\n<p class=\"translation-block\"><strong>WeLOOP<\/strong> is actively involved in this European transition as a<strong> member of CEN\/TC 350<\/strong>, and more specifically of <strong>WG3<\/strong> dedicated to Life Cycle Assessment methods, while already contributing to technical work via <strong>CEN\/TC 88<\/strong> on insulation products (TIC).<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-les-34-familles-de-produits-concernees-une-reforme-systemique-nbsp\"><strong>The 34 product families concerned: a systemic reform<\/strong>&nbsp;<\/h2>\n\n\n\n<hr class=\"wp-block-separator has-text-color has-neve-link-hover-color-color has-alpha-channel-opacity has-neve-link-hover-color-background-color has-background is-style-wide\"\/>\n\n\n\n<p class=\"translation-block\">Beyond these two examples, the reform applies to<strong> 34 product families<\/strong>, covering the entire construction sector<\/strong>: concrete, steel, masonry, wood, glass, insulation, membranes, plaster, sanitary appliances, adhesives, geotextiles, cables, etc. This list demonstrates a <strong> systemic transformation. <\/strong>Each of these families will gradually follow the same path: CPR Acquis: product definition, requirements drafting, standardisation, mandatory adoption. For all of them, the<strong>  LCA data<\/strong> will be identical at <strong> the European level<\/strong>. National FDES, DEP, and EPDs will then be presented in different formats with the same European value, usable in building LCA (via BIM). This transition does not only concern a few products: <strong> it affects the entire European construction products market. \u00a0<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img loading=\"lazy\" decoding=\"async\" width=\"1024\" height=\"542\" src=\"https:\/\/www.weloop.org\/wp-content\/uploads\/2026\/01\/famille-produit-en-.png\" alt=\"\" class=\"wp-image-9687\" srcset=\"https:\/\/www.weloop.org\/wp-content\/uploads\/2026\/01\/famille-produit-en-.png 1164w, https:\/\/www.weloop.org\/wp-content\/uploads\/2026\/01\/famille-produit-en--300x154.png 300w, https:\/\/www.weloop.org\/wp-content\/uploads\/2026\/01\/famille-produit-en--1024x526.png 1024w, https:\/\/www.weloop.org\/wp-content\/uploads\/2026\/01\/famille-produit-en--768x395.png 768w, https:\/\/www.weloop.org\/wp-content\/uploads\/2026\/01\/famille-produit-en--18x9.png 18w\" sizes=\"auto, (max-width: 1024px) 100vw, 1024px\" \/><\/figure>\n\n\n\n<h2 class=\"wp-block-heading has-text-align-left\" id=\"h-vers-la-fin-des-declarations-nationales-une-transformation-progressive-mais-irreversible-nbsp\"><strong>Towards the end of national declarations? A gradual but irreversible transformation<\/strong>&nbsp;<\/h2>\n\n\n\n<hr class=\"wp-block-separator has-text-color has-neve-link-hover-color-color has-alpha-channel-opacity has-neve-link-hover-color-background-color has-background is-style-wide\"\/>\n\n\n\n<p class=\"translation-block\">The DoPC does not abolish EPD, but removes the possibility of<strong> producing different data across countries.<\/strong>  Member States will have to rely on<strong> the single European data<\/strong> integrated into the <strong> CE marking and DPP<\/strong>. Ultimately, the CPR 2024\/3110 reform <\/strong>marks the end of national environmental declarations as independent systems. It does not mean the disappearance of EPD at the national level, but the end of their methodological autonomy.<\/p>\n\n\n\n<p>The real revolution of the CPR is therefore not technical, but systemic: it puts an end to 25 years of fragmentation by imposing a single model of environmental transparency for all construction products in Europe.&nbsp;<\/p>\n\n\n<div class=\"wp-block-image\">\n<figure
